With a passion for justice and a commitment to community well-being, Jessica Toliver has dedicated the past few decades to transforming law enforcement practices nationwide in order to enhance internal wellbeing and overall public safety. Armed with a Master of Public Policy from the University of Michigan, Ms. Toliver brings a unique blend of academic research, hands-on experience, and practical application to the table.

Our Services

Justice1 Consulting offers a variety of services to help justice and public safety agencies identify and implement cost-saving strategies, ensure department resources are allocated efficiently, improve practices and processes, and adopt evidence-based technology and programs that enhance relationships with the communities they serve. These services include project management, Training and Technical Assistance (TTA), research and reports on evidenced-based approaches, process development, and more.  


Justice1 has worked with state, local, and federal agencies, including state and local police agencies, DOJ, NIJ, DHS, and the COPS office.

Jessica and I share a passion for advancing fair and effective policing, so she was one of the first people I reached out to when I co-founded a grassroots effort to improve the representation and experiences of women in policing. In  her capacity as the Director of Technical Assistance at the Police Executive Research Forum (PERF), she readily agreed to serve as a  founding board member and leveraged her work with PERF to promote the goals and objectives of the program, encouraging  agencies to join the initiative and work together to reach 30% representation of women in recruiting classes by 2030. She is uniquely adept at leveraging scientific evidence to advance police practices and improve public safety outcomes, and is laser-focused on driving change and measuring impact.  It's a pleasure working with and learning from her.
